With the development of world economy, energy problem increasingly causes worldwide attention and our country pays more attention to the energy problem and the energy conservation work step by step. The energy utilization efficiency problem attaches people's more attention. And the scientific and reasonable system evaluating of energy utilization efficiency is an important safeguard for the continuing development of energy economy.The unified system evaluating of energy utilization efficiency based on electricity reflects the nature of energy utilization, eliminates the man-made regulations of the process, which gives convenience for scientifically reflecting the nature of energy utilization.It is effective to increase the rate of energy ultilizition by realizing the low-grade heat supply on the unit of high parameter and high capacity .The paper analyses the security and economy of the universality system of low-grade heat supply and validates the low grade heat supply project in Gaobeidian power plant .Compared with the project of complacing the heat supply of Beijing second thermal power plant with Gaobeidian power plant waste heat, the project of Gaobeidian power plant low grade heat supply is considered feasible and it also approves the unified system evaluating of energy utilization efficiency based on electricity is simple and applied ,The results can reflect the nature of energy utilization objectively which can compare and evaluate the heat performance of energy utilization system with the same energy utilization puurpose and the different mode .
