Today the three problems that human beings have to face are the increasing population, the lack of resources and the environmental deterioration, which are connected with water resources. The lack of water resources has affected national economy and social development. The problem is even more serious in China, which has the largest population and less water resources. That some people pay less attention to the knowledge and the management of the water resources makes the problem even worse. The reduction of natural water resources caused by human factors and climate changing leads to acuity of supplement and man's requirement. It's true that the problem has limited Xinzhou city economy.I write to analyse The Affect of Climate Change and Human Actto The Water Resources of The HuTuo River Basin and it will form a base of analyzing the change and development of water resources.By comparing and analyzing the hydrologic Models, combined with climate Models, considering practicality instance, we have developed the landscape orientation mixed Model and have validated it.We have a conclusion: Compared with Average runoff in savageness condition before 1979 in The HuTuo River Basin, average runoff in savageness condition from 1980 to 2000 reduced at the speed of 2.59% per year. During the period climate changing makes it reduce at the speed of 1.01% per year, which is 38.9% of the total reduction. Human factor makes it reduce at the speed of 1.58% per year, which is 61.1% of the total reduction. Rainfall reduces at the speed of 0.27% per year. Average air temperature rises 0.05% a year, which has affected the reduction of runoff too.
