This paper studies the optimal planning of low-voltage (220~380V) network in rural area of our country. The optimal planning model is composed of a main network model and a tie-line network model. On the base of a 0-1 mixed-integer programming model, the main network model based on blind number for low-voltage network is presented. The main model pays attention to the unascertainment of distribution network. Based on the introduction of path matrix, path sub-matrix and feasible tie-line set, the tie-line model is developed. The model is resolved by genetic simulated annealing algorithm, which is unattached with model scale and has better convergence than classical optimal algorithm. By object-oriented programming technique and visual programming technique-Visual C++, the paper develops the currency planning system software for low-voltage network, which has been tested in the planning and reconstructing low-voltage network, achieving optimal designs.
