Rainfall shortage and water pollution are the important factor of restricting the economy development of Fangshan district. Based on the field investigation and summary of former work, the paper analyzes the water environmental characteristics and water resources condition, discusses problems in water resources utilization in Fangshan district. Based on above facts, according to the principle of combining economic, eco-environmental and social benefits, the paper establishes countermeasures of water resources shortage model of water resources in analytic hierarchy process, which is good at dealing with complicated problem which can not be solved with quantitative method. To be adjusted the weight of various measures, calculated the range value of various measures to the general aim, the model provides the countermeasures for utilizing water resources sustainable: saving water, intensifying water management, storing water in reservoirs to adjust the surface water on the earth, using renewable water, recharging groundwater in flood period, controlling mining quantities of groundwater, storing water in small-sized projects, using transit water, using water which is transferred from south to north. The model also solves theoretically contradiction between supply and demand because of the uneven space-time distribution of water resources. The result demonstrates: it's feasible theoretically and technologically to analyze the water resources by analytic hierarchy process model, which can help to solve the water resources shortage of Fangshan district and provide scientific bases for the sustainable development of the economy in Fangshan district.
