With the change of climate and the influence of human activities, The deficiency and contamination of water resources have become the main restrictions to the social and economical development of changping region. Basing on a lot of data of hydrography and hydrology of Changping. this paper assess and forecast the amount and quality of water resource in this area. The paper analyzed and synthesized the data of rainfall, transpiration and runoff, assessed the surface water resources, and investigated the distribution of polluting origin in this area and the ability of rivers to hold the pollution, then assessed the quality of surface water with the synthesizing method of poly-index. This paper also investigated the hydrology conditions in this area, analyzed the general changing tendency of water table with time, illustrated the conditions of supply, penetration and drainage of ground water, calculated the hydrological parameter, estimated the resources and the quality of ground water. Finally, this paper forecasted water requirement and ability of supply water in middle and long term.The study revealed that the total amount of water resources is 34710.97×10~4 m~3, and total amount of available water resources is 22112.31×10~4 m~3. More than a half of urban and rural area was badly shortage in water. The water requirement for life will be 6057×10~4 m~3 by the year of 2010, and will increase to 7802×10~4 m~3 by 2030; The water requirement for production will be 16940×10~4 m~3 by 2010, and 19807×10~4 m~3 by 2030, for environment 3543 ×10~4 m~3 by 2010, and 4338 ×10~4 m~3 by 2030.
