Telecommunications Management Network(TMN) is a new-style network which manageTelecommunications Network. Its basic concept is to provide a organized network structure,so as to obtain interlinkage among different Operating Systems or between Operating Systemand Telecommunication equipments. In according to TMN regulation, PerformanceManagement provides functions to evaluate and report upon the behavior oftelecommunication equipment and the effectiveness of the network or network element. Itsrole is to gather and analyze statistical data for the purpose of monitoring and correcting thebehavior and effectiveness of the network, NEs or other equipment and to aid in planning,provisioning, maintenance and the measurement of quality. So, as to primary functions, various Network Performance Management SystemBased-on TMN is analogical to each other, but they have great different implementation, Ifdevelop the system separately,it result in waste development resource and greatly reduceproductivity, what's more it go against extension in the long run. In order to overcome theabove disadvantages, this paper make a good use of system engineering theory incombination with software reuse concept, and then advance a universal Network PerformanceManagement System based on TMN. It provide a common framework for networkperformance management system based on TMN, and implement common function amongvarious performance management system. Using common function provided by this System,it is convenient for specific application developers to implement their own performancemanagement system.
