With the fast development of communication technology, the construction of seamless tele-control architecture in electrical power system begins. The communication protocols are to be united. But the process of unification must take a very long time, and many kinds of protocols will exist simultaneously at present and in the near future. It's still boring to explain and convert all these protocols. The author investigates the present situation of tele-control and the common used tele-control protocols, compared the characteristics of them, and analyzed the new request of tele-control asking for protocols. Using COM (Component Object Model) technique of Microsoft , the author aims to reduce the workload in developing the Front-End-Computer software of master station" in tele-control system, and to improve the developing efficiency. The author develops the communication components and protocols explaining components with ATL (ActiveX Template Library) of Visual C++, with the instances of CDT , SC-1801, I EC 60870-5-101 protocols. Basing on all these components, the author also finishes the design, programming and debugging of the Front-End-Computer software of tele-control system. It proves the COM technique can reduce the difficulties of developing and maintaining of the tele-control software under the present situation of various protocols; and the component thoughts are also correspond with the seamless tele-control architecture in electrical power system in the future.
