The fault-recorder is the device that can record data when fault or oscillation happens in the power system. It mainly used to check the action of relay protection and automation safety device and find out the rule of many electric parameters' changing in order to verify the calculating programs & parameters of model in power system. The fault-recorder has already become an important method of fault analysis. Fault location is a very significant part of the fault-recorder. Precise fault location can save a lot of time using to find fault point and resume supply of electricity. It is significant to safe and economic operation of power system.There are some deficiencies in domestic fault-recorders such as fixed sampling rate, poor ability of fault analysis, imprecise fault location, etc. A new project of the fault-recorder based on DSP is introduced in this paper.Above all, the purpose of this subject is presented in Chapter 1. An introduction of the hardware & software construction and its features is given in the Chapter 2. The design of data sampling of the device is detailedly presented in chapter 3, including the hardware of data sampling card based on DSP TMS320C6713, data transmission between PC and DSP, The design of programming, and how to change sampling rate automatically-this method not only save the memory but also meet the need of sampling rate when analyzing. A way how to realize data transmission between devices or device and administering center is provide in Chapter 4. The data transmission depends on MODEM. The programming tool is VC++ 6.0.The accurate fault location function is described in the Chapter 5. The fault location has high accuracy and robustness. The preliminary analysis of a new judgment of fault starter is proposed in the Chapter 6. The wavelet transform is used for fault starter. The results of digital simulation show that the wavelet transform is the effective method for fault starter.
