With the development of power system, the contradiction between security and economy of power system is continuously growing. The contradiction is mitigated to a certain degree by the interconnection between power systems. But the statistics from domestic and abroad show that the possibilities of power cut in large area increases because of a serial of reactions caused by faults. For some severe faults with little probability, not only it will take high cost, but also impracticable to resolve the situation only by investment of first-order devices. Thus, it's economical, flexible and effective to take emergency control.In this paper, the research background and development of emergency control of power system and the construction of stability control of Central China Power System (CCPS) are firstly introduced. In the second chapter, power system stability and the methods to study transient stability are given in brief. The steps of numerical integration are described. The control measures to improve transient stability of power system and their effects are analyzed. At the same time, A general consideration for determination of Control Measurements is given. In the next chapter, the control principle, structure and practicable control mode are proposed. The mode of "centralized management and hierarchical control" are analyzed. The three-stage formulation of stability control of CCPS is given.In the fourth chapter, the features of CCPS are introduced and the stability strategy based on off-line calculations is presented. The stability strategy in regional stations of Gezhouba, Shuanghe, Yuxian and Fenghuangshan are listed. In the fifth chapter, The functions and implementation of the software and hardware in regional stations, and tentative plans of communication between stations are suggested in details. In the last chapter the summary is given and the development of stability control is expected.
