Safety Analyses Of Air Traffic Control System Of China

In this paper, we first analyze the characteristics of air traffic control system of china. The important thing of this system is safety. But there are little statistic datum in fare preservation. So we propose man-facility-circumstance-management method and thorough analyze the hidden safe problem in this system. Then we found a integrated system in which we discuss the influence of man, facility and circumstance on the system.At the same time we find out the problems exiting in air traffic management system as follows: the weak link of the system is that the controller of the system is the key in the decision process of air traffic management system but there is no special way to select and train them; radio is the only way to communicate between plan and tower but the organize of language information can't ensure the preciseness; the cross of military airspace and civil airspace has interfered the safety of the air traffic system; and the current management method has no ability to adjust the relationship among man, facility and airspace.Finally, we point out that enhancing the air traffic management system can through adding selection procedure in the training process of the air traffic controllers and enhancing the examine system, standardizing the term in radio conversation, re-organizing the management of airspace and setup complete regulations of air traffic management system.
