| The problems of city traffic are what we are now facing in Chinese metropolis. The requirements to the city traffic of citizen vary dynamically. If we can find out the regulations of this variety, the government traffic sectors or traffic corporations can distribute the traffic resource rationally for satisfying the dynamic varieties of the residents' going out."The priority to the development of common traffic" is the unanimous agreement by the decision of traffic experts. However, the investigation of citizen's going out by bus is absolutely necessary aspect for developing common communication. Only if based on the accurate basic data, we can guarantee reasoning rightly of all kinds of the communication optimized algorithms and have a reliable conclusion. In addition, if the data of citizen's going out of the whole city is forecasted rightly, these data can also be regarded as the parameter variable of the ITS system. This paper mainly extents the research about "the investigation method of citizen's public traffic". Though, the current method of this investigation is relatively mature and applied abroad, the investigation expenditure is high and time-assuming, which are the main shortcomings. The veracity of the data is related with the cooperative attitudes of the interviewees.This paper presents the "method of citizen's going out" which can based on the saving a lot of human resources and material resources in theory, bring out the relative OD matrix according to the requirements of the users. The contents of investigation comprise the following two parts.1. The investigations of citizen's public bus IC card. Based on the existing algorithms, decompose the public bus IC card data of the whole city to the routes of the public bus by taking use of the "charge system platform of public bus IC card in Changchun" and current technologies of computer database which is used to classified. According to the daily attempering log and the subjective function to the stop location and the time of vehicle, every IC card recording the going up and the direction of vehicle can be acquired.The systematic database registers the records of every IC card's recent going out; according the records concludes the debarkation stop location and time of every IC card. Because of the different purposes the worked IC card records will be showed as the users wish after the direct filter and relative process.2. The going out investigation of citizen's public bus. Because the investigative range of IC card's going out is the previous investigation of public bus commutation ticket, the investigative range of citizen is much narrow. For larger extensive range of passenger, this paper bases on the existing algorithms to acquire the OD matrix of public bus route of passengers' going out by taking use of the sensors which is set in the bus and acquiring the data of passengers' going up and down at some stop after the relative data processes. The collection of all OD matrix data of public bus will produce the OD matrix of the whole city. The main characteristics of the used method in this paper are the lower expenditure of investigation and can satisfy the precision by the users' requirements. Be lower cost of investigation. In the upwards two methods of investigations, the main workload of the investigations of citizen's public bus IC card is the entering of IC card data and the recording of the public bus going out log. Because the IC card data are available to managerial center of the "charging system of public bus in Changchun", there are no needs to build another IC card data communication system; so, the cost of data investigation will be tremendously reduced. Relatively, the "going out investigation of citizen's public bus" has higher cost because of the higher cost of the measuring sensors and access equipments.
