The running securities of rolling stocks are directly affected by the conditions of the trains' brake performance. Therefore, the brake performance must be examined abiding by a series of trails. This paper developed an advanced trains' brake performance testing equipment for the need of examination spots. The equipment, whose core is the industrial computer and test & control board, created a functional and reliable testing system, and built a testing data management system based on "Huoche Management Information System (HMIS)".After the careful investigation on the former testing equipments, the paper did the digital improvements on the measurement, control, and judgment three aspects. And the virtual instrument conception was introduced into the system. The functions of the system were defined by the software, which made the system access to widely scope of computer resource, and enhanced the flexibility of the system. In the system a kind of wireless code controlled system and virtual switchboard were designed, and any of the rolling stock waiting for tests could be started, avoiding the operators' running back and forth. Furthermore, the paper put forward the concepts of multi-spot synchronic test and high reliability and information fidelity test The multi-spot synchronic test ensures that several trains on line can be tested in the same time. And high reliability and information fidelity test means simulating the brake process exactly and getting the reliable data. In the paper the Object-Oriented concept and the Procedure-Oriented concept were united together, which can further the understanding of measure & control system. The test's procedure is the procedure of the test object And the test's object is the object in the test procedure.The Test Data Management System (TDMS) was created on the base of web server and Oracle database server, which took charge of the storage and query of test data and other information, and enhanced the management of people and equipments. Meanwhile, the test data were put together, queried, and sent to HMIS database server. The special communicate web designed by self connected the test & control system andthe TDMS, and realized communication between the test spot and the management level.The whole system combined the advanced test & control system with the high level management infonnation system, and developed a high reliability and information fidelity infonnation highway from the test spot to the center of the infonnation management, which realized the effective management and usage of infonnation resource. In general, the system was an attempt on the way to the inforrnationizarion of intellectual control; put forward a general and feasible system model; furthered the research and application scope of the informationization system.
