Basically and strategically water is the natural and economic resources, and because of which it is quite beyond doubt that the shortage and pollution of water resources will badly hinder the economy form developing healthily and the society form advancing in and all-round way along the Shi Yang River. What is worse, the Shi Yang River Valley is located in arid region, where people have been suffering both extreme shortage and problematic management of water resources. Therefore dealing with the water problems successfully, I think, is the key way leading to the solid foundation on which the Western Region Development Strategy can be carried out smoothly and a well-off society be accomplished on the whole. In my thesis, a dopting a series hydroltogy date for first, I would like to present a close analysis of the present situation and current problems there relying on the reality of the Shi Yang River Vally, the basic materials gathered for years, and especially the long-time researches on how to explore and to use the water resources along the Shi Yang River and on how the ecological environment has been changing. Secondly, I forty-five gears, would like to put forward a plan for balancing the demand and supply rational disposes of water resources with the water yield balanced basic theory as a theoretical base, by which I analyse various water-saving plans, and the supporting capacity of water resources of regional economy and social developmentunder different conditions to use different plans for water resources. Lastly, I would like to suggest some appropriate measures to deal with the management system, operational technology and the laws and regulations of water resources form the view of macro management. I am sure that my thesis will be a valuable reference to policy-making body which is in great need of the scientific bases for the management of water resources.
