The telecontrol communication systems are of importance in power automation systems. Along with the development in computer network, telecommunication and automation, a higher requirement is brought forward on functions and capabilities of the telecontrol communication system, we need to establish a packet system which uses sharing channel technology. In this paper, manifold new telecontrol protocols are analyzed and finally IEC61850 is chosen to be the basic protocol in system realization.In this paper 61850 is properly transfigured and is used in communication courses between substation and dispatching center. In order to design perfect systems, the planning is according to network structure, function structure, information structure and hierarchy structure. CORBA+JAVA mode is used to develop entirely object oriented, distributed prototype systems. By experiment, it initially validates the feasibility and performance advantages in establishing the telecontrol communication approach based real wide web. Further more, using UML,IDL,middleware technology on developing procedure in large industrial control software has preferable effects on assuring software quality, and abbreviating developing period.
