Hetian district locates in the far southern of Xinjiang Region. Hetian River is formed by two branches, Yulongkashi and Kalakashi, at Kuoyelashi, and discharges into Tarim River finally. Hetian River has the annual runoff 44.5 × 108m3, in which 24.6 × 108m3 is diverted for irrigation, and the annual runoff to Tarim River is about 10.5 × 108m3, the second largest source of Tarim River and the important component of Tarim ecosystem. There is little precipitation, strong evaporation, sparse vegetation (only 1.01% of cover rate), and expending desert area in Hetian watershed. Since 1955 the days of floating dust increases at the rate of 2.5 days each year, and as high as 260 days in recent years. The ecological environment in Hetian is very fragile because of special geography and dry climate. Drought, sand-storm and floating dust are main natural disaster there. In recent years, with the increase of population, the development of society and the improvement of living standard, the stress to environment and resources become stronger.The key of sustainable development of economy, resources and environment in Hetian watershed is the reasonable development and utilization of water resources. Therefore, based on the present situation as well as prediction, the planning of water resources in Hetian watershed is studied deeply in this paper. The precondition is to maintain the mean annual runoff to Tarim River, 10 × 108m . Thefeasible model of development is carried out considering the industry distribution and economic structure adjustment. The specific achievements of this paper are as follows:1. The direction of national economy development and the key goals of economic structure adjustment at the year 2005 and 2015 are proposed.2. According to the Water Supply Agreement with Administrative Bureau of Tarim Watershed, under the maximum limit of water diversion from Hetian River, 25.4× 108m3, the balance analysis of water and land resources shows that the water amount can meet the needs of the scheme of economic structure adjustment.3. Based on the requirements of economic development for water resources, the main measures and projects are proposed, and national economic and financial evaluation is carried out for them also.At last, the further research needs and recommendations are pointed out. |
