Lots of traffic jam happen at the grade crossing intersection and hereabout in big city. Especially for BeiJing city, the land use exploitation is so high that large traffic volume of pedestrian and car come into being, at the same time, result in high traffic pressure on roads between the blocks. The traffic at intersection is more serious than that at segment in the block. As is well known, Intersections are the bottlenecks of urban road network. A lot of traffic accidents and jams occur at the intersection and hereabouts. Thus, it is absolutely important to solve traffic jams, and to increase the capacity of intersections and road network.Because the traffic volume in Beijing city incessantly rises in recent years, and will continue to rise in future, in order to solve the travel difficulty and to reduce trip time, many loop roads and expressways are built. It is convenient for long-distance traffic, but it is a disadvantage to block-to-block traffic. Due to expressway's separation from arterial roads, considerable traffic bypass into the grade-crossing intersection under the flyover, and lead to the traffic jam. As viewed from constitutes of directional traffic volume at each approach, the proportion of turn traffic volume is large. Jinsong intersection situated at the junction of the east loop 3 and the eastern end of jinsong road is a representative intersection. There are many intersections like Jinsong intersection in Beijing. According to approximate estimate, there are more than ninety intersections along these five loops. Thus, this paper takes Jinsong intersection for example, anatomizes the existent problem, and finds outcorresponding countermeasures to increase the capacity of jinsong intersection.This paper, based on traffic study, first, analyses the Jinsong intersection's traffic characteristics and the factors, which have an effect on capacity and delay, then, according to the principles of geometric design, traffic operation and traffic management-control about intersection, puts forward an integrated project aims to channelize traffic streams and to reduce delays and jams at intersection. At the same time, a modal based on oil consumption are presented for guiding signal timing. At last, in order to select a more reasonable project from different treatments, the method of traffic Simulation is applied to traffic evaluation.
