Analysis And Evaluation Of Personal Factors For Affecting Navigation Safety

Analysing , from the angle of Safety Systems Engineering ,the personal factors which resulted in the most proportions of marine accidents , this paper puts forward a mode to make quantitative assessment of the personal factors , by means of qualitative and quantitative analyses combined with the mathematical methods of fuzzy inference. In addition , employing the fuzzy tool set in MATLAB engineering calculation softwares to realize the computeriaztion of the mode , so as to show conveniently and visually the size of evaluated value and its tendency to vary with the variations of various factors. This evaluation system can provide the quantized basis for the policymakers and the responsible institutions of safety management in marine supetviseng organs , ships and navigation companies to assess the crew's abilities of safe operation and the safety quality of the ship's complement.
