With the development of all kinds of achievement incountry, all departments' requirement on the floodwater forecast is more and more important. At the present phase, as rapidly developing in communications ^ computer and network technology, we can carry out flood data collection > transmission, management and floodwater forecast. At recent years, a large number of floodwater automatic forecast systems have been set up in the water and electricity hinges, and brought into play more and more important function as flood forecast and control dispatch important part. The floodwater automatic forecast system is a hydrologic automatic system involving many subject knowledge such as modern telecommunication and computer etc. which can telemetry, transmit and deal with hydrologic data of the river basin. It includes data acquisition-, satellite communications and computer network etc. hardware system and standard structure forecast model and database etc. software system. After specially analyzing the character of some forecast model in common use,This paper illustrates forecast model theory and specialy illustrates the thaw flow forecast model method and theory of the type mauntain valley of thaw in the north of our country and brings forward "model structure-parameter method" modeling idea, namely adopting standardization and modularization development method for model, combining kinds of basal standard structure models, setting up the different forecast models of different survey stations, all parameters in the model selected by auto-optimizing way of the system. When forecasting, it is feasible that the model combination and parameter of different survey station are inputted into the system. Furthermore, this paper theoretically designs data auto-acquisition part, realizes data auto-collection, and links center station and couples telemetry station as computer net by satellite channel, and realizes data traffic between satellite way station and main station, and designs big database which has extensional and maintainability and provides data linker for other subsystem and data exchange function. In this way a set of whole hydrologic auto-forecast system is set up.
