Assessment On The Superintendency Level Of Marine Safety Superintendency System

All of the maritime community focused on the Management Sub-system of Marine Safety System in recent years, especially since ISM Code was promulgated, but systematic research on Marine Safety Superintendency System(MSSS) was devoid. As the sub-subject of "dominant measures for marine safety superintendency", this paper intend to seek and analyze the critical factors of marine safety superintendency, and provide scientific evidences to the authority of marine safety superintendency and services to make decision. On the basis of a thorough investigation and study, by means of system theory, management science and organization science, the author has gave three definition-quality of MSSS, performance of MSSS, effect of MSSS. By the method of AHP and fuzzy mathematics method, the system evaluation model which assesses quality of MSSS has been established. In theory, this paper has set up a model evaluating performance of MSSS.
