Distribution network, as a link of power system orienting the users, more and more attentions have been paid on its programming and design. In order to improve the reliability and quality of electricity, this paper studying the algorithm to design the network and distribution transformer number or location based on load forecast base on GIS.First, Investigating several methods for load forecast of distribution network, space and time load forecast are united for 400v,exemple indicates that this method is feasible.Then a Topo arithmetic for 400V radiate distribution network is put forward base on practicality course, and put forward forward-back power flow algorithm for 400V distribution network.Optimization of 400v distribution network are traversed . Selection address of Transformer is realized with barycenter method and optimization network is realized with GA(genetic arithmetic). Then this two are considered together.Then application of COM in power system is discussed as a sample of the realization of distribution network optimization.At last a software about distribution management and optimization based on GIS is introduced according to methods mentioned above to test the work of this paper.
