With the formation of the economic Globalization, global trade has developed rapidly. Trade and exchange of technology, equipment, commodities becoming more and more frequent between countries. Transnational or long-distance transport operations of those cannot disassemble large sized equipments have a very broad market prospect. The modern project logistic plays a very important role in the comprehensive engineering projects, such as relocation, exhibition, large petrochemical, electricity and other projects. Thus, the transport program of oversized facilities has become an important part of the entire project in the large projects. This paper describes the significance of the research and related literatures. Then the definition of project logistics has been researched and illustrated the characteristics by contrast with the traditional logistics. Afterwards, detailing the organizational structure of the operating system in the logistics and transport engineering major mode of transport, carrying equipment, handling equipment. Combining the characteristics of the transport equipment as well as for the analysis of different transport solutions, in order to achieve quantitative analysis of the project to build logistics and transport optimization mathematical model of the problem. The objective of the model is to minimize the sum of transport costs, transport time and transport risk deviation rate. Finally, a multi-dimensional coding genetic algorithm without crossover operator was designed for solving the model, and verified effective and efficient of the proposed model and GA based on an instance.
