The charge of residents’ heating is based on the residential area for a long time in China. This Unreasonable way has caused many contradictions between residents and heating factories. Furthermore,there are lots of problems of heat metering market in China, such as not installed calorimeter, not charge while installed calorimeter, charge while the metering data is unreal, calorimeter factories only chase economic interests while not pay attention to the product quality. This problems result in heat metering industry in China has been in the doldrums,the gap with other countries is growing.Most of calorimeters are mechanical or ultrasonic in China market. The mechanical calorimeter is easily blocked, and the ultrasonic calorimeter is sensitive to temperature. The Electromagnetic calorimeter is a new type of meter which only used in heating station and the price of Electromagnetic calorimeter is very expensive, so it not to be popularity and use.For the status of development of calorimeters techniques, this paper researched and designed the mechanical calorimeter on the basis of referencing the relevant technical information. Firstly, this paper analyzed heating situation in China and the development of calorimeter industry both at home and abroad, narrative and analyzed structures, and how does it work. Secondly, this paper completed the design of system’s hardware and software based the ADuC7060. Thirdly, it’s experimental verification and meets the stand of the calorimeter. Finally, it’s the summary and outlook, outlined the deficiencies of this paper.
