With the development of the society and economy, passenger flow between city and inter-city was grown by leaps and bounds, the higher requirements were put forward for the safe driving by the rapid increase of the security requirements of public travel and travel demand. According to the Global Statistical Yearbook of Traffic Accidents:more than30%of road traffic accidents have some connection with driver fatigue directly or indirectly all over the world. The alertness and contingency of the driver and the ability of safe driving were effected seriously by the driver fatigue. It is the urgent problem of today’s public transport sector to achieve the rapid evacuation of the passenger, with the help of effective technical means to ensure the safe transports and improve the utilizations of the existing vehicle resources and human resources in the public transport industry.This article is based on in-depth research of the current situation of the scheduling management of vehicle security operations and key technologies, pointed out the need for the design of vehicle security operations scheduling management system. On this basis, the application of face recognition technology, biometric technology,3G data transfer, GIS monitoring, database and other technical means, first via the portrait detections and the tracking camera and the fatigue algorithm processing host from the car terminal, the warning of driver fatigue and vehicle location and operational status were uploaded, and then the intelligent scheduling system was constructed, and finally the car was associated with people reasonably, and ultimately the safe operation scheduling of public vehicles was achieved. And among which the technical means of driver fatigue warning and the system of intelligent scheduling and the functions of monitor were focused.
