The construction diversion runs through the whole process of hydropower station construction, which involves the whole plant planning, investment, progress and the realization of late benefits, and its status is a top priority. So in order to reach the purpose of safety, reliability, short-time limit, investment province and high efficiency when choosing diversion engineering plan, how to take good use of it is particularly important. On the basis of this, the paper studies the multi-objective optimization decision-making of construction diversion scheme, and proposes optimization decision model based on Analytic Network ProcessFirstly, this paper analyzes and concludes the primary source of diversion project risks, including natural factors and construction factors, calculates hazard rate when the annual water level of the diversion cofferdam exceeds the design value, obtains the comprehensive risk of diversion scheme and dry stage diversion scheme by using the decision tree method to get the weighted sum of the risks..Secondly, on the premise that the safety, quality and environmental conservation could reach the corresponding national standards, this paper analyzes four elements:schedule, cost, the difficulty of construction and risk-free rat, which are used in multi-objective optimization decision-making during the diversion project. Then together with another element called "engineering benefit", this paper makes a further analytic demonstration about correlation of five elements.By analyzing the use of principle and range about Analytic Hierarchy Process, Analytic Network Process, Technique for Order Preference by Similarity to an Ideal Solution, Principal Component Analysis and Factor Analysis and considering the correlation to each element and the feature of qualitative indicators, the method of Analytic Network Process (ANP) is adopted to build multi-objective decision-making model. The model which combined with the quantitative analysis method, the Three Scale Method which can build judgment matrix and the optimal transfer matrix calculation method which can replace consistency check and reduce the workload.Finally, an ANP decision-making model of Lijiawan hydropower project diversion scheme is established by applying all research results to LiJiawan hydropower project of diversion scheme.Then the decision-making results of LiJiawan hydropower project of diversion scheme is got. This result is consistent with the final solution recommended by all the participant. It makes that using ANP decision model of diversion scheme comparison is realistic, terseness and have maneuverability and practicability.
