In the material transportation domain, along with the development of computer technology and operations research and mathematics and artificial intelligence and so on, vehicles' optimized dispatch and route's optimized arrangement and the reasonable assignment for the staff will be turned into reality. The transportation management system with high-performance characteristic in all directions, will promote enterprise's information level, enhance the staff's working efficiency, enhance the enterprise resources utilization ratio, decrease enterprise's operation cost to a great degree, enlarge the promotion profit space, increase competitiveness in the same profession. Therefore, there is the widespread market demand for the transport company in the field. In the initial period of network construction, the vehicles dispatching system is operated in the relative seal the environment .The network constructor mainly pays attention to the equipment interconnection to realize the information sharing. Nevertheless, along with internet technology's development and the popularization, access authority's expansion, the data net IP network's fast development, the enterprise attaches more importance to the network construction and the network application, which causes the enterprise to rely on opening, the interconnection network environment. These networks can connect personal with organization. With the network inosculated closely, the virus may carry on the dissemination, making use of the mail, the local area network, the long-distance management, the immediate communication facility and so on. All typical virus is the collection document infection of the worm, the wooden horse and the hacker procedure's characteristic, which enhance the destructive performance and extent fast .The virus begins to adopt the means that use system of tripartite loophole to travel in great quantities, on in this way can it pay more attention to the fraudulence, regardless of good performance in invisibility . Simultaneously the host system containing many system messages (data) muse be strictly protected to prevent the user visit, the revision, the deletion related information without authorization. Therefore, through the project implementation, we should establish a scientific and reasonable network security design program which is helpful to sharpen the system safety defense capability and the solution network security.Hence, in view of the above actual need, emphatically aiming at the complexity of time constraint in vsp,a vehicle scheduling model with full loads is set up ,which takes the load time and load sequence into consideration, with the dynamic time windows. Furthermore, the dynamic structure-based heuristic algorithm is developed to carry on the development and the process management to this project. More consideration for the time window is taken in the model and the algorithm formerly in the full load question, which is significant to dispatch cars actually. The satisfactory solution of minimizing the total cost can be quickly drawn by parameters adjusting and iterations, as a result, the vehicles dispatching system's is completed .Based on this, the discussion to the vehicles dispatch management system and the internal network's safety management is carried on. For the enterprise, this system's realization can not lay the solid foundation for reducing the transportation cost and raising the work efficiency, but also bring from the network widely applied and promote level of enterprise's informationization.This paper is the summary of the author on the full load vehicles scheduling model application and the internal network security supervisory work, which is certain reference function to further exploration on the scheduling model and in net safety control.
