Special Pole Framework and base-isolated technology have been gradually identified and accept in recent years. This thesis has applyed base-isolated technology to Special Pole Framework, the advantages of Special Pole Framework can be reflected, and Seismic Behavior of the Special Pole Framework can be improved.According to the non-linear characteristics and mutual influence of the laminated rubber bearing and special pole framework, a three-dimensional nonlinear finite element analysis model has been established. The model's time-history analysis is studied with the SAP2000. Time-history analysis on overall structure under the action of seismic intensity and rare occurrence earthquake is finished in adoption of El-centro wave and Tianjin wave. The effects of vibration reduction and seismic response characteristics of base-isolated Special Pole Framework are summarized. The stress-strain relations of isolation structure under 8 degrees seismic and non- isolated structure under 7 degrees seismic are analyzed. It draws the conclusion that the fortification of designing the base-isolated structure can be reduced once than the non- isolated structure.The model's time-history analysis is studied with the SAP2000 by changing the damping radio and rigidity of the laminated rubber bearing under different seismic waves. The results show that the seismic response of the special pole framework could be controlled by optimizing the parameters; the optimal scope of damping radio of special pole framework with laminated rubber bearing is 0.22~0.27 and the value of stiffness should be reduced suitably under the condition of allow displacement.In this paper, the contents and methods of designing the base-isolated structure are described. The economic analysis of base-isolated Special Pole Framework and non- isolated structure is conducted. The results show that the Cost of base-isolated structure may be increased by purification or decreased, however, social benefits will increase in accuracy, the economic loss or social damage directly or indirectly caused by or resulting from earthquake can be decreased, besides security of structure is well ensured.
