| Water resources,are not only one of the indespensible elements of the ecological environment,but aslo the strategic and foundamental resources which are needed by the production and lie of humans and the development of economic society.Cureently,there are lots of problems in water resources management of shiyang watershed,which have a serious impact on the sustainble development of the economic society.Such as the high-level development and utilization of Shiyang water resources, severe water shortages,environmental destruction and producing water taking up ecological water and the imbalance of the structure of using water,etc.In recent years,government has enact and perfect a series of river basin water resources laws to improve the management of water resources.To evaluate and analyse the efficiency of shiyang river basin water resources more efficiently,realizing optimal allocation of water resources,improving the efficiency of protecting ecological environment and promoting the rapid development of economic society.In this essay, i used various evalution methods and evaluated on the effevtiveness of shiyang river basin water resources management.First,on the basis of introducing the ralative concepts of the effectiveness of water resources management,and according to the principle componet analysis,the indicators were dealt with screening and reducing the dimensions to determing the input and output targets. Second,through data envelopment analysis of the CCR,BCC,SBM and super-efficiency modle,I calculated the technical efficiency,puer technical efficiency and scale efficiency value of shiyang river basin water management from 2003 to 2008.And I pointed out the directing and extent which need to improve according to the results in depth analysis of productin efficiency,technoical efficiency and technological fators efficiency progress.Finally,according to the results of DEA model analysis.I made conclusions and recommendations on shiyang river basin water resources management. |
