The differences of characteristics between expressway and urban expressway are analysed, and it is concluded that the forecast operate speed method in " highway project safety evaluation and guidance" is not suitable to forecast the operate speed of urban expressway. By the analysis and discussion the tow highway alignment design methods and highway oprerate speed forecasting methods, the results that using the methods in the "highway project safety evaluation and guidance" to forecast the operate speed of urban expressway are less accurate. The influencing factors on the operate speed of urban expressway are found out with the analysis of the characteristics, the function and the traffic organization methods. The qualitative analysis of operate speed of urban expressway in different cities, different urban expressway in the same city, and different sections of one expressway is made.
