Water is the basic to all life's survival, and yet indispensable and irreplaceable important natural resource and environmental factor of social and economic development. With the rapid development of population growth, industrial and agricultural production activities and urbanization to making water demand rising in the modern social, it cause a huge impact for limited water resources. In addition, the factors which contains uneven distribution in space and time, water pollution and unreasonable utilization of water resources because of competitive between departments and so on, resulting in the further shortage of water resources. The shortage of water resources has restricted the key factor of social and economic development. In order to relieve the Area(mainly in Longkou ) serious water problems increasingly, the study carry out water resource distribution for limited water resources, makes it play the largest benefits and realize regional society, economy, environment's coordinated development,ultimately promotes the sustainable use of water resources and ensures sustainable socio-economic development.Do the researches about the optimal allocation of water resources in the study area, and the main contents of this paper include:(1)On the basis of sorting and analyzing the optimal allocation of water resources at home and abroad ,discusses research progress about the optimal allocation of water resources at home and abroad and water principles, objectives, methods of the reasonable allocation , the ways and methods of the water resources allocation.(2)Through the investigation and analysis of social-economic status and the water resources situation in the study area , put forward the existing problems in the development and utilization of water resources.(3) Base on the social-economic status and water resources situation in 2007, predict respectively the water demand;and available water supply in the future planning level ,and calculate and analyse balance between supply and demand in typical year in the study area and the shortage degreed of water resources in different assurance of water resource.(4) Establishing Water Resources Carrying Capacity model, the model that chooses carrying population P, carrying economic scale GDP, carrying food production GRAIN and carrying water consumption andscape ecological environment WDE as indicators calculates carrying capacity in different water supply assurance of water resources in the different levels year and has an important guiding significance for direction of local macro economic development and industrial structure.(5) On the basis of the above, optimal allocation of water resources model with WEAP software and Comprehensive evaluation model are built for future planning level years In the model, there are three objective functions:social benefit, economic benefit and environmental benefit ,simulate respectively four schemes composed of the economic development and water-saving level in different planning level years , calculated satisfactions of social benefit, economic benefit and environmental benefit under each scheme,and select the best project though the evaluation by the total satisfaction,which is transform by three scaling method providing an important scientific basis.for the study area sustainable development of water resources(6)In extreme dry years, puts forward some non-structural measures and engineering measures on alleviatting the problem of water shortages to improve the protection ability of water resources.
