For the problem of Kinetic bullet penetrating steel, in this paper it studied mainly for the following two aspects:First, by means of ANSYS/LS-DYNA software, bullet penetrating steel was simulated to obtain the penetration overload curve, the speed - time curve and the invasion depth - time curve, then it analyzed the structure of penetrating projectile and discussed the influence of the elements of penetration and the sensor mounting position on the results of penetration;Second, on the basis of the simulation results ,it was used to choose and design of the sensor of the testing instrument, shell strength, circuit, and buffer structure, and then test designed instrument was used for the actual experiment of penetrating the thin steel plate. This article was based on research for the projectile penetrating the steel plate, it simulated the entire process of penetration, and then provided reliable theoretical guidance for scientific development of test program, the best place of putting the test device during the experiment, the design of test circuit's range, the sampling time, the sampling frequency and the high impact resistance through ANSYS / LS-DYNA software. On the basis, through the research and improvement of testing program, test circuits and testing equipment, it improve the survival rate of the testing instrument in high overload conditions and the reliability of its testing data. The testing equipment designed by simulation-based was used for the actual experiment of Bullet penetrating steel and obtained data successfully, it validated the various performance index of designed test systems meet the requirements, and also verified the simulation results can be used as credible design basis for the design of Missile Testing equipment.
