DaGu mountain Economic Development Zone is located between dalian bay and dayao bay. According to dalian's city development plan, DaGu byland breaks traditional preponderant aquaculture and is affirmed to be petroleum and chemical area. Along with Fujia PX and Yisheng PTA project launch at petroleum and chemical industrial area of southern of DaGu mountain, the new vision that petroleum import is center in NianYu Bay and two wings on petroleum and chemical dock is formed in DaGu mountain water area.Load and unload of petroleum and chemical raw material and product is easily to cause hidden danger. Once the leak of petroleum and chemical product and the accident of fire and explosion happened on ships, these will result in serious damage on aquicolous zoology, pollution on the quality of sea and land environment. All these will seriously threaten DaGu mountain's sea area and Dalian bay's environment and more importantly, human beings life and health. Based on above points, it is highly urgent to conduct the risk assessment on petroleum and chemical docks and figure out emergency strategies about how to prevent and reduce pollution risk on DaGu sea area and environment, especially to ensure healthy persistent economic development.This essay based on the thorough research of latest data on the environment of petroleum and chemical docks, the passing in and out ship types and quantity, setting of sea-route, emergency equipments, management status and domestic and oversea risk assessment method and case study, the thorough study on assessment method of petroleum and chemical docks, identification of risk resource are conducted, moreover, the estimate frequency of paroxysmal accident, the analysis on impact caused by pollution to circumjacent sea area and land environment are also included. Based on investigation and research, improvement and emergency strategies are figured out.Standard identifying method, confirm chart method and accident statistics method are adopted in this essay to identify the risk, analyze the resource project, confirm risk types and probability of accidents. Furthermore, mathematic model is used to count the consequence of chemical product leak, fire and overflow of petroleum. The result displays that chemical product leak, fire and overflow of petroleum will cause serious negative environment impact on circumjacent sea area of DaGu Mountain and sensitive areas. Long emergency mechanism is compulsory to ensure nip in the bud.
