The short-term optimal scheduling results of cascade-reservoirs can be directly used to guide each hydropower-station's actual operation. Rational scheduling results can lead to more generating capacity, less discarded water, improve peak-load-regulation effect and ensure power-supply quality in the hydropower system. Therefore, the short-term optimal operation of cascade reservoirs is always an important part of power grids'optimizing operation and the main emphasis of water conservancy and electricity scholars'research.Based on the background of Hongshui River cascade reservoirs, this paper conducts an intensive study on the series of problems in short-term optimal operation and discusses the theoretical research and practical application of Fuzzy Cluster Analysis and Particle Swarm Optimization. For the growing power supply-demand contradiction in our country, combined with PSO, this paper inquires into the rationality of implementing peak-valley time-of-use electricity price and its influences on short-term optimal scheduling of cascade-reservoirs.The major study context in this paper includes those:1. It elaborates the background, the significance, the model and the major recent developments of reservoir optimal operation.2. In order to smoothly carry out short-term optimal scheduling, it puts forward Fuzzy Cluster Analysis to estimate the initial water level of "One-Reservoir and Multi-Cascade " hydroelectric stations and comparatively analyses the advantages and disadvantages of Fuzzy Cluster Analysis relative to NHQ considering Tian-Sheng-Qiao cascade hydropower stations. On the basis of comparative analysis, this paper calculates the initial water levels of Hongshui river Cascade hydropower stations by using Fuzzy Cluster Analysis.3. It studies the basic Particle Swarm Optimization and the improved Particle Swarm Optimization, details the constraints handling of the preceding two algorithms with maximum electric energy production of cascade as target function and the solving procedures of short-term optimal scheduling and analyses a typical day's basic data of Hongshui river Cascade hydropower stations.4. It introduces the principles and methods in setting the price of electricity, the significance of putting forward peak and valley price and dividing peak and valley periods, the maximum benefits model considering off-peak time-of-use electricity price and the calculated results of short-term optimal scheduling both in considering and not considering time-of-use electricity price.
