With the development of economic and improvement of living standards, the requirement of water is increased. Our country facing the baptism because the natural resources of water of China average per capita is low in the world. Due to the lack of guidance of long-term sustainable development concept, the contradictions among the development of regional economic, the protection ecological environment and the utilization of water resources are worsen day by day. If these problems are not solved, the results of ecological deterioration, economic recession and resource exhaustion may arise in future.In order to solve those problems, based on the idea of sustainable development, the evaluation system of water resources carrying capacity was established firstly. The principal component analysis was adopted to study the water resources carrying capacity of Fuyang river. The water resources carrying capacity of Handan, Xingtai, Hengshui, Cangzhou along the Fuyang river were obtained. And the base items of water resources carrying capacity were calculated.Secondly, the optimizing configuration of the water resources carrying capacity of Fuyang river was studied. According to the specific situation of Handan, the water resources allocation model was established. And combining the actual and the future directions, various schemes were designed, the simulations were carried on and the consequences, caused by each scheme and the future development tendency were understood. All those were used to determine the optimal scheme.Thirdly, AHM mathematics model was applied on the assessment of water resources security for Fuyang river. Taking Handan area as an example, the water level of security was judged. The logos and the system construction of optimal allocation of the water resources were analyzed and illustrated at the same time.Finally, the relevant content of risk management of water resources was systematic analyzed and discussed. The BSC was applied on the risk management of water resources. Taking dimension, objectives, risk index, target value, action plan and task as the foundation, the relational graph of BSC on risk management of water resources were constructed, and the analysis from four aspects were made. On the basis of considering the factors of the sustainable utilization of water resources, comprehensive plans on the sustainable utilization of water resources for Fuyang river were formulated. And the measures and countermeasures of sustainable utilization were presented.
