Water is the material basis of human beings'survival and the development of economic and social, and it is basic natural resources and strategic economic resources that can't be replaced. The South-to-North Water Transfer Project is a effective measures to alleviate the water storage in the northern areas.Research on the influence of the regulating reservoir on water resources allocation in the reception basin is important and has theoretical value and practical meaning. This subject is discussed systematically based on the summary of relevant research. In this paper, the main contents are as following:(1)The research status of optimal allocation of water resources as well as the regulating reservoir in the inter-basin water transfer project are summarized based on reviewing literatures at home and abroad, then the current research deficiency and research questions are pointed out.(2) From the viewpoint of system theory, the characteristics of the water resources system in Henan reception basins are discussed, and on this basis, the influence of the regulating reservoir on water resources allocation in the reception basin was qualitatively analyzed.(3)Based on the study of the characteristics of water resources system in the reception basin, the optimal allocation rules are working out. Then the optimal allocation model and simulation model are established by combination of mathematical programming and simulation technology. And the model are solved in the large scale system decomposition coordination theory and Matlab programming.(4) Quantitative analysis of influence of the regulating reservoir on water resources allocation is discussed by comparative analysis of indexes, such as water supply quantity, guarantee rate of water supply, water utilization rate, etc.(5)Finally, the conclusion of this paper is summarized and the questions need to be studied deeply in the future are presented.
