As caring out the Environmental Impact Assessment in our country, we also actively promote the Strategic Environmental Assessment. But it requested the higher demands in spatial and temporal scales. The method is currently a lack of domestic and international environment and the economy and society in the decision—making 1inked to reflect the results of the EIA planning methods,not from the system point of view of a dynamic and complex system of environmental impact factors. Therefore it is necessary to develop a more comprehensive operational methods and models to address these problems. This study on the basis of systemic analysis of the coal mining area environmental influence ,use system dynamics method to analyzed and predicted the environmental impact, is an attemption that applied system dynamics method to coal SEA.Yulin enrichment due to energy resources, to develop and construct it can powerfully promotes the regional economy.
