Guideline For Sources Investigation In Assessment Of Specific Health Damage Caused By Environmental Pollution

In recent years, the environmental dispute occurs frequently, environmental pollution seriously affected people's health and social development. On this background National Environment and Health Action Plan (2007~2015) suggest to establish the working and coordination mechanism of environment and health, including to improve the environment and health standards. However, none of guideline for health damage investigation caused by environmental pollution has been established, which hinders the progress of environment and health protection.The Guideline for Sources Investigation in Assessment of Specific Health Damage Caused by Environmental Pollution will standardize the process of pollution source investigation, and also can provide a persuasive technical evaluation. Some achievement of this study obtained in this Guideline, such as: investigation procedures, determine methods of environmental health damage, identification methods of pollution sources, as well as the calculation methods for contribution rate of pollution etc.(1)The procedure of this Guideline include: the investigation initiation, the investigation preparation, on-site survey, identifying pollution sources, investigation and analysis of pollution sources, report; (2) To determine environmental health damage, we need the evidence of environmental pollution, human exposure and health effects, then according the causal relationship, we can determine the pollution factor; (3) The suspicious sources is located by pollution factor, after investigation and analysis, the pollution sources could be identificated; (4) The contribution rate of pollution is calculated by equal standard pollution load method.At present, the majority of pollution sources investigation techniques only consider the environmental pollution, very few links with the health damage. In this thesis, author propose the investigation procedure as follows: to determine the pollution factor based on the causal relationship between human health effects and environmental factors; then investigate and analyze the sources of the pollution factor; ultimately calculate the contribution rate of the pollution sources in environmental pollution. This is a beneficial attempt to the sources investigation techniques and also is more conducive to the actual operation for the investigation.This thesis presents some researches on the contents and basis of the items in the Guideline such as warrant, scope, documents to be quoted, definitions, the investigation initiation, the investigation preparation, on-site survey methods, identifying pollution sources, investigation and analysis of pollution sources etc.The Guideline will be optimized with the further research of the investigation procedure and technique. In addition, the regulations, standards and correlated mechanisms in our country must be improved in order to facilitate the practice of this Guideline.
