Global climate change is more and more concerned, global greenhouse gas emissions within the scope of the international policy will be launched. Because of developing countries are not assumed the obligation of carbon abatement, imports from developing countries would be imposed highly punitive carbon tariffs which would be undoubtedly become effective measures for developed countries to impose theirs emissions reduction standard on the developing countries.This paper mainly did the study of the theory of carbon tariffs and its impact on the the national economy, the author made some efforts from energy intensity, the loss for each sectors because of the carbon tariffs and the maximal the carbon tariffs for each sectors in the break-even point to evaluate the impact of carbon tariffs on different sectors, which would provide more effective data support for our government's negotiation of carbon tariffs,finally the author provide some alternative views and suggestions, to deal with the carbon tariffs from the domestic and international level.This paper is mainly divided into five parts, including i the second chapter and the third chapter which did some research on the carbon tariffs theory and its possibility of being imposed repectively.the fourth chapter estimatd the embodied carbon in the export products in all sectors through the method of input-output for national economy in China in recent years,and then estimated the influence of the carbon tariffs to the economic profit of each sectors and the influence to the development of the industry,and so on.The paper also tested the maximal rate of the carbon tariffs for each sector,and then pointed out the most influenced sector,which will provide necessary theoretical and empirical support to the government and the departments.
