| International community's concern over climate change continues to increase, as this problem becomes worse. Countries in the world are facing a dilemma of coordinating environmental protection and sustainable economic development. Japan also has many problems and difficulties in this area. This thesis tries to use Chinese and foreign scholars'research achievements, combined with new Japanese policy changes and relevant research perspectives, in order to systemically analyze and discuss the changing process and influencing factors of Japan's international and domestic climate policies for the globe climate change.This paper firstly analyzes the causes and effects of global climate change, and introduces related theories on global warming.Secondly, a detailed description of the international game about global climate change and the change of major countries'attitudes and position is given. It discusses the background and framework of global climate change game, and specifically studies Japan's role in this game and its cooperation with developing countries. It discusses the reasons for Japan's climate policies change from many perspectives.Thirdly, it analyzes the domestic institutional roots for Japan's climate policies, which including Japan's domestic legislation related to climate issues, the innovation of comprehensive policies and institutions, local government policies and actions, the policy changes of non-governmental organizations and various interest groups, and the influence to Japanese climate change strategy of the implementation of relevant climate policies by some key government departments. It also discusses the pattern of Japan's domestic climate change policies. Establishing an effective and perfecting framework of domestic low carbon economy and the greenhouse gas emission reduction system is the key to solve the climate change problem.Finally, it discusses the decision-making process of Japan's domestic climate change policies, which finds out that it's a kind of circulation of organizational behaviors, including the top-to-bottom implementation of policies and the bottom-to-top echoes and feedbacks. It analyzes the leadership of central government, the local government's behavior, the wishes of parties, folk strength, interest groups, the economic benefits of clean energy revolution and its influence to Japan's decision-making process of climate change policies. In the end, from the perspective of maintaining and constructing post-Kyoto framework for global climate change, this paper proposed some thoughts to the climate change issue for Japan and for the world, which is based on a profound analysis of Japan's international and domestic climate change strategy. |
