The soaring development of the industry has caused the serious destruction to the environment. Facing with ever severe environmental pollution globally, the end-pipe treatment has not been able to meet the strategic needs of the sustainable development. Therefore, the clean production was proposed and adopted universally. The clean production in China, however, possess the incomplete running mechanism as well as various drawbacks and weak points, thus the implementation of clean production in China hasn't been conducted comprehensively and deeply.At present, one of the main methods to carry out clean production is promoting the clean production audit of enterprises. But when the enterprises launch out the clean production audit, how to scientifically assess their own clean producing levels turns out to be a big problem. Especially for the electroplating industry, one of the heavy polluting industries, it is extraordinarily essential to implement the clean production audit, reduce the harmful impacts on the environment, realize the sustainable development of the enterprise, and establish the complete assessing system of clean production. The research on the clean production for the electroplating industry in the past, however, mainly focused on the perspectives like clean producing technologies, potentials, realizing measures and guaranteeing mechanisms. The few papers already published didn't choose the indexes fully and include the eight aspects of clean production. Also, without the cases practice for the assessing systems proposed, the application of the index system cannot be verified. As a result, it is very important to study the assessing index system of clean production for the electroplating industry.Based on systematically analyzing the whole process of establishing the assessing index system of clean production, this paper, chose the "Assessing Index System of clean production for the electroplating industry (Trial)" as the study object. Combining the features of pollution caused by electroplating production, the dangers to the environment, and the practical experiences of conducting the clean production audits among electroplating industries and enterprises, this paper found out that there are many shortages existing in the "Index System (Trial)" mentioned above, including the principles of index filtration, the index filtration, the index weight and standard value giving, and the evaluating methods. Then, considering the experiences drawn from other industries which built up assessing index systems, the regulations and the standards China promulgated, the opinions given by industrial experts and the basic statistical data of some industries, the paper revised and improved the drawbacks found one by one, forming a new assessing index system of clean production fixed, which consists of three parts, that is, qualitative assessing index system and its assessing method, quantitative assessing index system and its assessing method, and the estimation of clean producing levels.Furthermore, taking three electroplating enterprises that were carrying out the clean production audit in the Kunshan as an example, this paper individually evaluated the clean producing levels of these enterprises by the assessing system of clean production unfixed and fixed. The comparison of two index systems indicated that the corrected one could more realistically reflect the clean producing levels of the enterprises.
