There are many unsatisfactory place in high pollution industry regulation and high pollution industry regulation effect is closely related with the national economy. So this paper tries to construct for high pollution industry self-regulation system:how to build an independent autonomous industry self-regulation system; how to build industry self-regulation system of organization; how to coordinate the industry regulation and government regulation oversight.
