Flood and drought are common human face of natural disasters, strengthen flood and drought control, is the common trend of global hydrogeophysical-remote strategy. Our country is world flood and drought most frequently one of the countries, the social economy development and the flood control and drought close relationship. Economic and social development for flood and drought defense raised taller requirement, continuously improve the preventing flood engineering standards and one-way development of water resources such as traditional flood control and drought means already incommensurate harmony between human and nature, and coordinated development goals.At present, our country in mitigation measures on comprehensive study often is proposed on the basis of and implement various engineering construction scheme, in order to reduce loss disasters. And in economic construction and ignore disaster, in easy disaster for large-scale unreasonable land use, such as in the area or diversion by large rivers, the construction of factory, real estate development and the large scale development of farming, etc, and correspondingly again want to spend a lot of money to build and maintain disaster prevention project, make the disaster loss actually increase greatly.
