With the rapid development of economic, soil heavy metal pollution has become a serious environmental problem for concern. Because of its characteristics, including wide pollution sources, harmful effects, excessive related industries and invisibility, soil heavy metal pollution is difficult to be prevented and controlled. At present, although there have been studies on this kind of pollution, most of them focus on the surface status and countermeasure analysis. The present situation analysis of soil heavy metal pollution and its control show that government behavior is closely related to this pollution. Therefore, the research on exploring the relationship between them is of great significance. Due to the lack of direct data on this area, as well as the quantification difficulty of government behavior, this article provides a method composing of comprehensive analysis, game analysis and case study.This article carries on a general analysis of the relationship between soil heavy metal pollution and government behavior on three angles. The pattern of local economic development leads to a high demand of some pollution industries, which becomes the direct cause of serious heavy metal pollution. The evaluation of economic performance, the ambiguity of land property rights and the competition among local governments cause the distortion of motivate mechanism. The principal-agent and the long information chains also make the restraint system weak. That's why the local governments prefer economic development, while ignoring the soil environmental protection. The distortion of price mechanism and the insufficiency of people's rights on soil arising from the inadequate economic policy provide a further condition for the distortion of local government behavior.Also in order to learn about the preference of the government behavior, a fator analysis is carried on between government behavior and pollutant emissions of heavy metal. The game model of central government-local government-enterprise and the game model of local government-enterprise-public are established to discuss the factors which influence the soil environmental protection behavior between the central and local government. To confirm the high relevance between soil heavy metal pollution and government behavior in further, an example of heavy metal pollution on battery industry is studied. In the end, this article draws a conclusion and proposes some relevant countermeasures.
