Research On Situation, Evolutionary Trends And Counterme Asure Of Ecological Security In Chongqing

The ecological security research is a hot spot of the current ecological environment research, regarding a region, the ecological security has a significant strategic sense, and it is the key to realize the region sustainable development. At present, the ecological security has become the main rod to weigh the region socio-economic development and the ecological environment condition, along with people's attention, the range of its study and the domain are expanding unceasingly. Under this background, this paper above the foundation in studies the domestic and foreign related literature, takes the ecological security as the research theory instruction, and carries on the appraisal to ecological security of Chongqing from 1999 to 2008, and discusses the present situation of ecological security and the existence question of Chongqing, and establishes the corresponding regulative measures, and realizes the sustained and healthy development of the urban economy and the society. The paper mainly launches from the following three aspects:In the aspect of theory expansion: In the foundation of researching the theory of the related ecological security, I have proposed the understanding to the connotation of the ecological security, and simultaneously I have carried on the systematic classification and elaboration to the research content of ecological security; In the foundation of studying ecological environment of Chongqing, combining the connotation of ecological security, I have carried on the qualitative description to the present situation of ecological security of Chongqing, in order to establish a framework of qualitative description of ecological security, the framework mainly launches from two aspects of the natural ecological security and the social economy ecological security: Natural ecological security including air quality, the quality and volume of water, the condition of cultivated land, biodiversity, natural disaster and so on; Social economy ecological security including production safety, social stability, life security and so on. In the aspect of concrete appraisal: Carries on the quota ecological security appraisal of Chongqing from 1999 to 2008 using the ecology trail law, the measure results demonstrated that ecology trail of average per person in Chongqing assumes the trend of escalation year by year, and the ecology supporting capacity of average per person assumes the declining trend, but the growth rate of trail is bigger than the scope of reducing of the supporting capacity , and it explains that Chongqing has made certain progress of the ecology resumes and the protection work; I have calculated the GDP index of ten thousand Yuan of Chongqing in ten year, and it demonstrates although the use efficiency of resources in Chongqing is low, it is increasing gradually; Using the ecological security index, obtains the ecological security of Chongqing to be in is slightly unsafe and the unsafe level, and establishes the linear regression model, and makes the forecast to the ecological security rank; Contrasting with the ecology trail composition and the ecology pressure index of Shanghai, seeks for the questions and superiorities of development of ecological environment in Chongqing, and profits the urban development experience from Shanghai, and provides the basis of establishing the economic type to suit its development for Chongqing.In the aspect of regulative countermeasure: Discusses the regulative countermeasures of construction ecological security in Chongqing according to the result of research as follows: Works out the rigorous and scientific urban ecology plan; Adjusts the industrial structure, uses the land resource acting according to circumstance; Strengthens the pollution government and improves the quality of urban environment; Raises the ecological security consciousness of all the people, and strengthens the ecological security construction; Establishes and consummates the management by supervision and the policy, the plan system of the city ecological security gradually.
