Design And Empirical Research On The Ecological Civilization Construction Evaluation Index System

The core of ecological civilization is the harmonious development of man and nature. The connotation of the ecological civilization includes the ecological material civilization, ecological consciousness civilization, ecological behavior civilization as three aspects. The importance of the recearch about ecological civilization evaluation index system lies in that the research results will demonstrate the achievement of ecological civilization constructin objectively, and it will be the guidance materials for the construction of ecological civilization.Furthermore, it can improve public recognition of the importance of ecological civilization and promote the development of ecological civilization construction. Base on this, after consulting relevant documents, this research is trying to do further research of this domain, intends to estabilish the ecological civilization construction evaluation index system from a new aspect and conduct empirical research as well.First of all, the study of ecological civilization evaluation system theory and method. This chapter summarizes the related theory of ecological civilization evaluation system and the ecological construction results can be used for reference. According to the connotation of ecological civilization, this research proposed man as the core of ecological civilization, and the ecological behavior civilization as the core content of the ecological civilization evaluation.Secondly, estabilishment of ecological civilization evaluation system. This chapter divides the index system into four parts:production mode,life mode,the ecological protection and construction and social development. Then sets up 27 specific indicators, which constitute three levels as"the objective layer-the standard layer-the index layer".Thirdly, ecological civilization evaluation method. This chapter introduces some methods as follows: according to expert evaluating method to determine the weights of the index; the process of grading method of evaluation index; and comprehensive evaluation score calculation method.Forthly, the empirical research of ecological vivilization evaluation. Based on the established evaluction system, this chapter conducts an empirical research on 30 provinces during the period of 2000 to 2008, then makes the correlation analysis and region analysis.Finally, the discussion and prospect.This chapter analyses the possibility evaluation results'policy meaning, and at last, base on the questions found in the study we make the discussion and prospect the future.Based on the empirical analysis, it proves the feasibility and scientificity of evaluation index system, and it comes to the conclusions as below: 1. Result of progress rate analysisThe total score of progress rate presents a positive value, which means that the construction of ecological civilization has been improved greatly. This progress inflects the actual change of every province, which mainly depends on the importance given by the government.2. Result of the overall national situationContribution rate demonstrates that production mode makes the greatest contribution as 70 percent. The protection and construction of ecological environment takes second place, next the contribution rate of social development is 13 percent. At last, life mode scores lowest.3. Result of correlation analysisResult of correlation analysis demonstrates that each level index is closely related with the total score, in addition, each level index is independent of each other, which proves that the structural framing and weighting distribution are reasonable.The reason why production mode and ecological protection significantly correlates with the total score lies in the enforcement of state system. On the other side, the economic development is imbalanced, the relationship between life mode, social development and the total score is not quite close. The construction of ecological civilization lies in the coordinated development between economic, environment and resource.4. Result of regional analysisThe total score of east area is lower than the average of the nation, especially for production mode and life mode. The middle area is quite balanced compared with the average level. Besides, the progress rate scores of the west area take great advantage in production mode,life mode and ecological protection. Every province should base itself in relative dominant position, the characteristic should be heighted, the coordinated and balanced development of ecological civilization construction will be carried out ultimately.
