With the development of the industrialization and urbanization, the water pollution problem has become a tough one, gaining increasing attention. The various condition of respective river basin in different time and space makes the problem more complex. Therefore, it is of vital importance to seek new ways in controlling the water pollution, so as to assure the continuable use of the water resource.Ashi River, lying on the right bank of Songhua River, is one of the first-class branches of Songhua River. In recent years, the pollution of Ashi River worsened with the economy developing in the river basin. This essay was written after a careful study of the foreign and domestic researches with the instruction of various scientific theories and methods. The main pollution source was found by the means of investigating the water type, gathering the data of sources of the industry, domestic and agriculture along the river, studying the basic materials of the statistics of the supervision on the water fracture as well as analyzing the reason for the reason for the pollution. On the Ashi River Basin water pollution control system for scientific and rational planning studies, proposed pollution control measures technically feasible, which an overall improvement in the current pollution status Ashi River, reaching the corresponding functional areas and water quality control section required to achieve economic growth and coordination of population, resources, environment and sustainable development. A mathematical model is adopted to consider many factors for policy-makers to provide scientific basis for decision-making.In this essay, the System Dynamics Modeling (SD for short) is adopted in building the Ashi River basin water pollution controlling planning systematic dynamic emulation model. By the approach of the situation analysis, five possible situations are compared and analyzed and emulated via the SD modeling system to get the relevant change of the system, thus to carry out the research of the water pollution control system of Ashi River basin. A reasonable program is provided to promote the development of the Ashi River basin, a better distribution of resources and effective control of the water pollution. Applying the SD Modeling system into the program of Ashi River water pollution control to emulate and analyze the water pollution under different plans, I drew conclusions as followed:â‘ In scenario one, in accordance with the current development model of water environment in Ashi River basin, where the water pollution tend to increase year by year:By 2014, the production amount of COD and ammonia-nitrogen will increase by 3344.4t and 662.4t respectively compared with the criteria year. By 2018they will increase by 7414.5t and 1047.3t separately. â‘¡In scenario two, scenario three, and scenario four, a single implementation of the control of the amount of industrial waste water increase and amount of pollutant emission factors of rural life and livestock emission factors can reduce the amount of waste water emission, however, have a small impact on the amount of COD and ammonia-nitrogen flowing into the river. Besides, it has little influence on the central of the reduction of water pollution, which consists of COD and ammonia-nitrogen in Ashi River.â‘¢Scenario five integrated scenario two, scenarios three and scenario four, and on this basis, to increase the adjustment of urban pollutant emission factors. In this case, the amount of the COD and ammonia-nitrogen flowing into the river has a dramatic reduction, which felt by an average of 74.6 percent, compared with the original operation in situation one in the year of 2010,2014 and 2018. Situation Five is a better control model for the future control of water pollution in Ashi River basin, which can be an optional scheme for the policy maker. In addition to laying great emphasis on the reduction of the pollution and emission, combining the control of the growth amount of industrial water, the rule of domestic waste water and the control of rural water pollution can reduce the pollution flowing in the river in large degree and strengthen the control ability of the water pollution in Ashi River dramatically.
