Research Of Public Events Management Of Natural Disasters In Xinjiang

Xinjiang is a frequent natural disaster happening place and terrible economic loss occurs because of those disasters every year.The causes of natural disasters are due to man behaviors or uncertain natural ingredients. Natural disasters can be eliminated by no means but could be predicted. Men behaviors are out of subjective motivations but can be managed as well. Therefore, disasters can be managed, which could cut down kinds of loss caused by disasters, guard the economic security and political stabilization of Xinjiang, guard the security of people's lives and properties and become the important social management and responsibility to all levels of government of Xinjiang.First, the paper briefly introduces the concepts of natural disaster and concepts concerned about it, and out of two aspects details the causes of Xinjiang natural disasters and the main types of them.Secondly, some problems of Xinjiang disasters management are found out of the present management conditions from its organization, working system and safeguard system, they includes inspecting technologies, law accuracy of predictions, conservative management conceptions, insufficient emergency material storage and lower social participation.Thirdly, proposals are put forward response to the management of Xinjiang natural disasters as following: engineering technologies and non-engineering technologies. The former mainly concerns about modernization of inspecting methods and adjustment of men social behaviors of Xinjiang. The latter not only raises six principles to be obeyed but also prose to strengthen publicizing disasters knowledge and training to avoid disasters. It also analyzes the problems existing in the process of disaster management, such as institutions coordinating, data system anewing, propagating, law perfecting, emergency materials distributing and disaster-post reconstructing, In order to maturity the emergency storing system and put more stress on the ruined areas.To realize the harmonious development of Xinjiang between the natural and the human beings, we ought to respect the natural, depend on technology and optimize the management.
