Study On The Mechanism Of China's Rural Garbage Disposal

With the fast development of rural economics, household solid wastes had become an important problem that had paid much attention gradually. But the treatment processing of household solid wastes is at the start stage basically. The garbage disposal pattern,financing pattern as well as management mechanism also has many problems.Therefore, this article has made the following study on the rural solid wastes.The article had pointed out the limiting condition of our country rural solid wastes, analyzed and appraised the ways of rural solid wastes'collection and processing,and research the disposal experiences of foreign rural solid wastes. Based on these, conducted research to the mechanism of China's rural solid wastes. According to the rural economic development level, proposed the different specific measures, including garbage disposal pattern, investment pattern as well as corresponding charge system and so on. Analysised the new mechanism of Shanxi Qianyang garbage disposal, and pointed out the successful experience.This article's key point is the countermeasure reseaches of our country rural garbage disposal mechanism. First proposed that all levels of our governments should make the corresponding policies and regulations, including the national environmental authorities to introduce environmental regulations and policies in rural areas and local levels of government departments to make local laws and regulations,realized the legalization management of rural garbage disposal. Second proposed that raising fund through many kinds of channels,guarantees the the funding investing, proposed government investment,the introduction of market mechanisms, rural financial institutions and other possible investment models. Third must establish the management by supervision system to rural garbage disposal. Finally proposed that increases propaganda dynamics, and promotes farmer's positive participation.
