The Plight And Strategy About The Basic-level Government Of Less-developed Areas In Our Country

The rapid development of our country in last 30 years made our Social Economic Enterprises make great achievement. But it is connectted with the environment pollution the same that like the price of blood. The environment problome is concerned about by all the communities which including the government,social organizations,citizens,academic community since 2001. Our country's environment protection showes two kids of result:the developed regions' environment have been great improved but the Less-developed Areas'environment have been degradating day by day. It is because of the three reasons:the reginal distparities owing to he vast in terrene of our country,mode of growth of our country and the institutional shortcomings of our country. The problem reflect the lack of the basic-level government'function of less-developed areas in our country. This thesis give a validation analysis about the lack of the basic-level government'function of less-developed areas in our country. Then make concrete and useful suggestions to solve this problem. It is a very practical and pointed thesis.There are three parts in the thesis:The first part is introduction. It mainly talks about the basic concept, the basic theories, the general situation about the thesis.The second part is the current situation and plight about less-developed areas. Firstly it talks about the architecture of our country's environment protection and experience and lessons of ancient china. Secondly it talks about the plight about less-developed areas,then explore the plight'reasons. At last come to six conclusions about it. It pave the way for the follow treatises.The fourth part is the way out of environment protection about less-developed areas. It explored the way out to do a good environment protection job about less-developed areas from sides which contains administration system, supervision system, management tools, coordinated urban and rural areas.At the last of this thesis is the tag which puts forward that the environment problem of less-developed areas is unique, institution and mode of development is the same important.
