Daqing is a resource-based city that develops on oil. It not only has rich oil resources but also has lots of lakes and wetlands. In the process of urban development, the development of oil expends a large number of lakes and wetlands resources, It leads to water pollution, water reduction, desertification of land. With the development of the city, the concept of a good ecological environment is known by more and more people. The importance of lakes and wetlands is regarded by people. Daqing is proposing to built "eco-type, livable- type"city, and creating a "natural 100 Lake City, green oil-based capital". Since 2000, Daqing has modified some lakes and wetlands for recreation. However, it lacks construction experience and relevant theoretical guidance. Although the landscape of some lakes and wetlands has changed, there are still some ecological and social problems.In this paper, the research object is Daqing lakes and wetlands, the main theoretical is based on the landscape ecology, Lakes and wetlands are designed on the landscape. Landscape ecology is a new subject which is crossed between the multi-disciplinary subjects. Its theme is the cross between geography and ecology. The object of landscape ecology is the overall landscape, through the material flow, energy flow, information flow and value flow in the earth's surface transfer and exchange, through the biological and non-living, as well as the interaction between human beings and transformation, using eco-system theory and system study on landscape structure and function, landscape dynamics, as well as the interaction mechanism to study the beautification of the landscape pattern, optimizing the structure, the rational use and protection.In this paper, we will get complete understanding of lakes and wetlands though the causes of them, and ecological characteristics of them. And then it will be found the issues such as seducement of the wetland area, fragmentation of landscape, and serious pollution. To landscape ecology theory as a guide, lakes and wetlands are designed on the landscape ecological, Conservation water, control of soil salinization, degradation of water pollution, maintenance of biological diversity, protection of flora and fauna habitat are the Objective Ecology. Social purposes are amusement, recreation and education.Daqing lakes and wetlands are valuable natural wealth, with the development and progress of city, multi-functional and multi-value urban wetland will be even more prominent. This paper upholds to protect lakes and wetlands resources, the conservation of biological diversity; it will develop and use the wetland resources on the basis of protection. It will make full use of the population benefits of wetlands, wetland eco-system benefits, as well as the economic benefits of wetlands. So that the multiple values of wetlands will be realized, and servicing for the eco-city construction and sustainable development in Daqing.
