Study Of The Application Of Water Rights Theory In Minqin Oasis Desertification Region

Minqin oasis is once a oasis, now it is short of water seriously which leads to desertification. Minqin oasis has become Minqin oasis oasis desertification region today. Coupled with over-exploitation of groundwater, Minqin oasis desertification region suffered a severe decline in groundwater level which makes the further deterioration of local ecological conditions. Water scarcity has become a bottleneck in resolving the problems of local survival, livelihood and alleviating the worsening of the ecological problems effectively. In recent years, the government attaches great importance to this problem and all parties work together to resolve this problem. Minqin oasis desertification region has gradually changed the model of using water from "demand determines the supply" to "supply determines the demand", which eases the local water problem to a certain extent. The problem of using water, changing model of using water and applying theory of water rights is just the study of this essay.This essay mainly discusses two aspects which are "Using theory to guide practice and improve theory with practice". On one hand, it analysis existing domestic water rights theory deeply and searches for the combination of theory and application of water rights in Minqin oasis desertification region. It provides some policy recommendations for the local effective water-saving and efficient use of water. On the other hand, it attempts to found deficiencies of existing theory of water rights and improve it by searching the situation of using water, water distribution, water transfers, water rights in Minqin oasis desertification region.
